In 1797 Emperor Paul I gave Strelna with all lands, villages and 1490 serfs to his second son, Grand Duke Konstantin Pavlovich. In 1800 Konstantin Pavlovich moved to Strelna manor, and first lived in the wooden palace of Peter the Great, then moved to the western palace wing, which on December 29, 1803, due to carelessness of the guards, burned down together with the palace. In 1804 the palace was built according to the existing plan of Peter the Great by the architect Luigi Rusca. In the same year, 1804, the Tsesarevich settled in the palace. In 1801-1804 the first barracks and hospital were built for the Life Guards Ulan Regiment. Prince Konstantin Pavlovich, according to the memories of contemporaries, liked to live at the Strelna manor — especially during the period when the Horse Guards, of which he was chief, camped in the vicinity.

Enlisted in 1774 in the L.-Gv. Preobrazhensky Regiment. Studied at the Military Academy in Strasbourg and at the Paris Military School. From 1791 he was a staff-ratmistress of the Life Guards Cavalry Regiment, from 1794. — From 1794 he was a captain. From 1795. — From 1795 — lieutenant colonel, from 1797 — colonel, from 1798 — major-general, chief of the Kirassir Military Order regiment, from 1800 — lieutenant-general, from 1800 — lieutenant-general. — Lieutenant-General, from 1806. — Commander of the 4th Division, from 1808. — Corps commander. Since April 1809. — retired. Since August 1812. — From August 1812 — commander of the Cuirassier Corps of the 2nd Western Army. In 1813 headed the Reserve Cavalry Corps, from 1814. — General of Cavalry, commanded the 1st and 2nd Guards Infantry Divisions, from March 1815. — Guards Light Cavalry Division. From 1818. — Commander of the 2nd Infantry Corps, in 1820-1843. — Moscow military governor-general. From March 1842 — chief of the Life Guards cavalry regiment.
